Accelerate MarylandExpress Partners (AMP) is a world-class Respondent comprised of a fully integrated and interwoven team backed by ASTM, one of the largest developers, financiers, builders, and operators of toll road concessions.

ASTM has $20 billion in assets under management, a strong cash position ($1.3bn), robust EBITDA of almost $1 billion per year, and investment grade credit rating providing AMP with the financial capacity and ability to accelerate the Project by self-funding predevelopment works ahead of Financial Close. ASTM is unique in the world, in that it has successfully completed four concession highways of 35-years or more.

AMP is led by Itinera Infrastructure & Concessions (IIC) as the Phase Developer, Lead Project Developer, and Equity Member and wholly owned subsidiary of ASTM. IIC is headquartered in New York together with its affiliated companies and Lead Contractor partners on the Project, Halmar International and Itinera SpA. Halmar is an award-winning American heavy civil construction company delivering projects in congested urban environments on-time with no claims in its 58 year history.

Halmar prides itself on being a collaborative partner and is known for its commitment to innovation, ingenuity, and full transparency pricing to provide a very real schedule to its partners. Itinera SpA is a global heavy civil construction company with 82 years’ experience and projects in over 20 countries. Itinera brings tremendous experience designing, building, integrating and implementing ITS and electronic tolling systems, across 1,000-miles of toll road. Itinera’s research and development team pushes the limit every time, scoring higher than the global average on sustainability and the fight against climate change.
